Chiliz recently announced about its working on a blockchain-based solution allowing soccer fans to get back to the stadiums provided they must have a government issued immunity pass. Is this practical?

Well, immunity passports have always received criticism for numerous reasons that include both practical and ideological.   People would come up with false positives of the antibody used for certification.
